Riedell’s International sizing chart lists one heel-to-longest-toe length for each size. An exact match gives that size; a foot between two listed lengths shows both.

How to measure
Place a blank sheet of paper on a flat, hard surface like wood or tile. Stand barefoot with one foot on the paper and your heel against a wall. Mark the longest part of your foot—usually the big toe—with a pencil. Measure the distance from the edge of the paper (at the wall) to the toe mark in centimeters. Repeat with the other foot. Use the longer length when choosing your skate size.
